Government House,

Hongkong, 9th July, 1901.

With reference to my despatch No.404

of the 7th September, 1900, I have the honour to

transmit for your information the enclosed copy of

a letter from Dr.Lowson applying for two months further

leave of absence on half pay from the 6th August next:

I enclose a certificate of Dr.Lowson's

service from which it appears that he is entitled to

12 months half pay leave from the 6th August next.

In my opinion it is necessary that the

Medical Department of this Colony, should be at full

strength before next Spring, so that if Dr. Lowson is

to be granted an extension of leave beyond that time,

some other Officer will have to be appointed to act

for him, and as it will not be possible to obtain the

services of a suitable Officer for Dr.Lowson's leaving

half pay, extra expense will have to be incurred.
